November 2004 Renton, Washington – Global Engineering and Construction, LLC (Global) announced that the company has been awarded a $4.3 million, design/build, firm-fixed price, 12,000 SF Health Clinic renovation pilot project at Dugway Proving Grounds, Utah utilizing the “Best Value” Performance Information Procurement System (PIPS) developed by the Performance Based Studies Research Group (PBRSG) at Arizona State University. Adopted by the U.S. Army Medical Command (MEDCOM), the PIPS process incorporates leadership principles that use measurement and accountability systems to instill a culture of risk identification and minimization, along with performance and continuous improvement.
